Davis County Commission Moves Forward with Funding, Agreements, and Recognition

The Davis County Commission held its regularly scheduled public meeting on Tuesday, March 25, 2025, at the Davis County Administration Building in Farmington. Commissioner Bob Stevenson was excused. Items on the agenda were unanimously approved by Commission Chair Lorene Kamalu and Vice Chair John Crofts.
Among the key highlights was a presentation from County Controller Curtis Koch, who announced that Davis County received the Certificate of Achievement for Excellence in Financial Reporting for the 31st consecutive year. Koch recognized his team’s dedication to fiscal transparency and adherence to the highest standards of government accounting.
The Commission approved resolutions notifying West Bountiful and Layton cities that the County does not intend to impose a local sales tax for recreation, arts, and parks funding. Additionally, $368,000 in pass-through funding from the Utah Department of Health and Human Services was approved to support mental health and substance use disorder services.
A public hearing was held regarding a substantial amendment to the 2024-2025 Annual Action Plan for the Community Development Block Grant (CDBG) program. Funds from a canceled ADA improvement project in Fruit Heights will roll into the next program year. Safe Harbor Crisis Center also shared their ongoing efforts to serve over 3,400 individuals, with a focus on infrastructure and staff retention.
The Commission approved an interlocal agreement with Kaysville City for $3 million in transportation funds for road reconstruction, and also supported a Lagoon-Station Park shuttle agreement with Farmington City. An expired lease with Reagan Outdoor Advertising prompted the issuance of a formal Notice to Quit and Vacate.
Additional approvals included budget corrections, Amazon Business administration setup, ongoing financial advisory services with Zions Public Finance, and multiple contracts supporting public health, broadband access, and local sports tournaments.
The meeting concluded with a session of the Board of Equalization, where property tax register items were approved.
