Professional Services Agreement with Thimgan & Associates for Valuation Consulting Services

The Auditor’s Office presented a proposal for a professional services agreement with Thimgan & Associates. This contract was aimed at securing valuation consulting services to support various county financial assessments and audits. The commissioners unanimously voted to approve the agreement.

Public Hearing and Resolution for Additional Budget Appropriations

Ratification of MOU with DBH for Alternate Site Quarantine/Isolation Facility

This agreement pertained to the establishment of an alternate site quarantine and isolation facility, a crucial measure in managing public health during emergencies. Amendment to County Contract with DHHS for Additional Funding

An amendment (#45) to the existing county contract (#2020-283) with the Department of Health & Human Services (DHHS) was considered. This amendment allocated additional funding to support an estimated 300 more admissions to the Receiving Center Services (RCS) in Davis County, with pass-through funds directed to Davis Behavioral Health. The commissioners unanimously approved the amendment.

Personal Property Appeal Decision

The Commission made a decision regarding a personal property appeal submitted by an individual. This decision addressed discrepancies in property valuations or assessments as listed on the application (547/2024). The commissioners unanimously agreed on the decision.

Approval of CDBG Contract with Habitat for Humanity

The Community & Economic Development department sought approval for the 2024-2025 Community Development Block Grant (CDBG) contract with Habitat for Humanity. This contract will fund the Critical Home Repair Program, aimed at assisting low-income homeowners with essential repairs. The commissioners unanimously approved the contract.

Guaranteed Maximum Price Amendment for Admin & Library Facade Replacement

The Facilities department presented a Guaranteed Maximum Price Amendment with Forge Contractors, LLC. This amendment (516/2024) pertained to the facade replacement for the administration and library buildings, ensuring project costs remained within the agreed budget. The commissioners unanimously approved the amendment.

Compensation Increase for Executive County Officers

A hearing was held, pursuant to Utah code 17-16-14, to consider and approve a planned compensation increase (0.5% or 1%) for Executive County Officers participating in URS Tier I or Tier II retirement systems (525/2024). The commissioners unanimously approved the compensation increase.

Ratification of Contract Amendment with Applicant Pro

Human Resources sought ratification of an amendment to contract #2022-169 with Applicant Pro. This amendment added the “Wedge” video interviewing feature, enhancing the county’s hiring process (508/2024). The commissioners unanimously ratified the amendment.

Agreement with Utah Indigent Defense Commission

Ratification of an agreement between the Utah Indigent Defense Commission (IDC) and Davis County was considered. This agreement aimed to enhance the provision of legal defense services for indigent individuals (541/2024). The commissioners unanimously ratified the agreement.

CIPA Compliance Certification for eRate Funding

The Library presented its annual certification of compliance with the Children’s Internet Protection Act (CIPA) for eRate funding with the Utah Education and Telehealth Network (UETN). This certification ensured continued funding for internet services (524/2024). The commissioners unanimously approved the certification.

Guaranteed Maximum Price Amendment for EOC Project

The Sheriff’s Office sought ratification of a Guaranteed Maximum Price Amendment for contract #18/2024 with Hogan & Associates Construction, Inc. This amendment related to the Davis County Emergency Operations Center (EOC) Project (528/2024). The commissioners unanimously ratified the amendment.

Special Inspection Services Contract for EOC

The commissioners also unanimously approved the standard professional services contract between Davis County and Utah Testing & Engineering, LLC for special inspection services for the Emergency Operations Center (EOC).
