Davis County Commission Unanimously Approves Budget Adjustments and Community Agreements
Farmington, UT — April 22, 2025
The Davis County Commission met Tuesday morning to conduct regular business, voting unanimously on all items presented, including key financial agreements, public health funding, and community development initiatives.
The meeting opened with the Pledge of Allegiance led by County Treasurer Matt Brady. No public comments were made.
Commissioners Lorene Kamalu (Chair), John Crofts (Vice Chair), and Bob Stevenson approved the extension of a service agreement with Dr. Anna Hochstedler for Animal Care services, and voted to cancel the July 15, 2025 Commission meeting due to all members attending the National Association of Counties (NACo) Conference.
Other notable actions included:
- A letter of recommendation to reappoint Beth Holbrook to the UTA Board of Trustees;
- Approval of over $38,000 in receivables from the Utah Boys Volleyball Association for use of the Western Sports Park;
- A water rights application with Clark Water Company to support infrastructure needs in Farmington;
- A lease agreement for billboard operations, estimated to bring $8,000 annually to the County.
A public hearing was held regarding additional budget appropriations. Controller Curtis Koch reported the County had failed the Fraud Risk Assessment from the State Auditor due to insufficient mitigating controls in past practices. He confirmed steps are now being taken to resolve the issue. Commissioners voted to approve the budget resolution following the hearing.
Public health funding agreements were also approved, including extended oversight of Utah’s Aging Waiver Program and increased funding for STD prevention. A variety of sponsorship and event agreements were finalized, including those related to the Great Salt Lake Bird Festival and the Antelope by Moonlight Bike Ride.
The Commission recessed briefly into the Board of Equalization and reconvened to approve property tax register updates.
Commissioner Kamalu concluded the meeting by highlighting a Governor’s Office initiative on screen time impacts for children and spotlighting a staff-led art show at the County Jail organized by Corrections staff.
The meeting adjourned at 10:34 AM. All items were approved unanimously.
