Commission Approves Mental Health Contract, Water Rights Engagement, and Bird Festival Agreements
April 29, 2025 – Farmington, Utah
The Davis County Commission held its regular public meeting Tuesday morning, with Chair Lorene Kamalu and Vice Chair John Crofts present. Commissioner Bob Stevenson was excused. The meeting featured several key approvals related to public health, water rights, public safety, and community events.
Mental Health Services Contract Approved
Commissioners unanimously approved a contract with the Utah Department of Health and Human Services to continue funding mental health and substance-use disorder services through Davis Behavioral Health. The agreement is a pass-through arrangement, with no direct cost to the County.
Legal Support for Water Rights
An engagement letter with Culp & Kelly, LLP, was approved to support legal efforts regarding water rights issues involving the Clark Water Company. This contract will provide expert assistance on a monthly billing basis through the end of the year.
Animal Care, Training, and Facilities Updates
A training agreement was approved for Ryan C. Lee to pursue Special Function and Basic Corrections Officer certification, with an estimated cost of $17,100. The contract becomes a receivable if the terms are not fulfilled. A separate contract amendment to add fractured rock to a Health Department retention pond was tabled for further review.
Bird Festival Agreements Move Forward
Several agreements supporting the upcoming 2025 Great Salt Lake Bird Festival were approved, including transportation contracts with Tracy Aviary and LeBus, as well as a $1,500 sponsorship from the Utah Wetlands Foundation. Additional approvals included March adoption and donation reports from Animal Care, and a Senior Farmers Market Nutrition Program agreement with Openshaw Farms.
Board of Equalization
The Commission briefly recessed to the Board of Equalization to approve property tax adjustments for April 29, 2025, before reconvening to conclude the meeting.
