July 23, 2024 – The Davis County Commission held its regular session with Vice Chair Randy Elliott managing the meeting in the absence of Chair Bob Stephenson, who was attending a conference. 

Animal Care:

  • The commission approved adoption agreements for May 2024, ensuring smoother processes for animal adoptions (Item 613/2024).

Grant Acceptance:

  • The “Empty the Shelters” Grant Acceptance Agreement was tabled for further discussion (Item 620/2024).

Attorney’s Office:

  • Approval of a Memorandum of Understanding (MOU) for the Fiscal Year 2025 Utah Internet Crimes Against Children (ICAC) Task Force Program (Item 621/2024).

Auditor’s Office:

  • An amendment to the Emergency Operations Center Scope of Work and Application was approved (Item 642/2024).
  • The commission issued a notice of intent to engage in contract negotiations for landscape construction services for the Davis County Health Department and Davis Conference Center Facilities (Item 643/2024).

Commissioners’ Office:

  • A resolution approving an interlocal cooperation transportation project reimbursement agreement with Woods Cross City, using 2023 Third Quarter Local Option Sales Tax Transportation Funds, was passed (RES 23/2024).

Community & Economic Development:

  • An interlocal cooperation agreement between the Syracuse City Redevelopment Agency and Davis County for the Syracuse WDC Gateway Community Reinvestment Project Area was approved (Item 652/2024).
  • Sponsorship agreements for the 2024 Antelope by Moonlight Bike Ride with Bingham Cyclery (Item 638/2024), Pronghorn Bicycles (Item 639/2024), Rocky Mountain Power (Item 622/2024), Zeal Enhanced Electrolytes (Item 640/2024), and Bikers Edge (Item 623/2024) were approved.
  • A summary sheet of receivable agreements for the 2024 Antelope by Moonlight Bike Ride was also approved (Item 641/2024).

Parks and Recreation:

  • An incentive agreement with the United States Australian Football League for hosting a tournament in Davis County was approved (Item 628/2024).
  • A contract with Spike Ball Inc. to host a tournament was approved (Item 629/2024).
  • Summary lists of low-risk, low-dollar agreements for the use of Western Sports Park facilities were approved (Items 646/2024 and 616/2024).

Property and Land Management:

  • Acceptance of a Quit Claim Deed conveying a parcel in the Farmington Preserve to Davis County was approved (Item 648/2024).

Facilities:

  • An agreement with North Davis Cabinet, Inc. for replacement countertops at the Health Department was approved (Item 644/2024).

Health Department:

  • A contract with the Utah Department of Health & Human Services for public health emergency preparedness capabilities for the fiscal years 2024-2028 was approved (Item 602/2024).
  • An amendment to a COVID-19 rapid testing contract with the Utah Department of Health & Human Services was approved (Item 615/2024).
  • A contract with Utah Legal Services, providing funding for legal education and assistance to senior citizens, was approved (Item 633/2024).
  • A summary sheet for three non-financial agreements for the Davis County Health Department in July 2024 was approved (Item 650/2024).

Library:

  • A Memorandum of Agreement with Utah State Library for access to the Overdrive Beehive Library Consortium was approved (Item 649/2024).

Sheriff’s Office:

  • Training agreements for Special Function Officer (SFO) – Basic Corrections Officer (BCO) certifications for Kason J. Read (Item 610/2024), Jason Parker Conover (Item 630/2024), and Olivia Jean Swensen (Item 631/2024) were approved.
  • A standard professional services contract with CMB Consultants, LLC for commissioning the Davis County Emergency Operations Center was approved (Item 625/2024).

Contracts and Agreements:

  • Items 29 and 30, regarding a contract for the sale and purchase of natural gas with Summit Energy, LLC and an ID Application and Subscriber Agreement with Interactive Data, LLC, were tabled pending approval by attorneys (Items 632/2024 and 635/2024).

Board of Equalization:

  • Property Tax Register for July 23, 2024, was approved (Item 647/2024).

Consent Items:

  • Approval of the Regular Session Meeting Minutes for July 2, 2024 (Item 637/2024).

Commissioner Kamalu wished everyone a Happy July 24th. Commissioner Elliott asked everyone to be wise with fireworks and encouraged wise use of fireworks and to pay attention to posted warnings.
