Davis County Commission Meeting Recap – July 8, 2025

FARMINGTON, Utah – The Davis County Commission held its regularly scheduled public meeting on Tuesday, July 8, 2025, at the County Administration Building. With Commission Chair Lorene Kamalu excused, the meeting was led by Commission Vice Chair John Crofts. He opened the meeting by reflecting on the spirit of July and expressed appreciation for the 4th and 24th of July holidays and the summer season.

Privacy Ordinance Postponed for Final Review

A key agenda item, Ordinance #2025-5, which proposes the creation of a Davis County Data Privacy Program in alignment with the Utah Government Data Privacy Act, was postponed. Although Clerk Brian McKenzie confirmed the ordinance had only minor formatting changes and no substantive content revisions, Commissioners Crofts and Stevenson agreed to delay a final vote until the July 22 meeting to ensure consensus and full clarity.

Building Inspection Agreements Approved

The Commission approved interlocal agreements with Farmington, Kaysville, and Syracuse Cities to provide third-party building inspection services for unincorporated areas of the County. These contracts bring the County into compliance with recent State law requiring multiple third-party inspection options.

Public Hearing: Budget Adjustments

A public hearing was held regarding additional budget appropriations. County Controller Curtis Koch presented minor adjustments related to postage, trail maintenance, and Google Workspace subscriptions. No public comments were submitted, and the resolution was approved unanimously.

Funding for Health, Aging, and Library Programs

The Commission approved several agreements totaling over $2.6 million in receivable grants supporting health initiatives, aging services, and library programming. Notably, the Davis County Library will apply for a Yiddish literature grant, introducing the community to classic translated works like Tevye the Dairyman, the inspiration for Fiddler on the Roof.

Sheriff’s Office and Antelope by Moonlight Sponsorships

The Commission also approved agreements for dispatch services with Clinton City, animal care contracts, and multiple sponsorship agreements for the 2025 Antelope by Moonlight Bike Ride, including contributions from Chevron, Intermountain Health, Weber State University, and Rocky Mountain Power.

Honoring Controller Curtis Koch

During closing remarks, Commissioner Bob Stevenson and Commissioner Crofts recognized Controller Curtis Koch for his 23 years of dedicated service. Stevenson recalled their longtime professional relationship and thanked Koch for his fiscal leadership and institutional knowledge. Koch, who will officially step down on July 15, expressed gratitude for the opportunities and friendships he’s built in Davis County over the years. The room joined in a round of applause to honor his service.

Next Commission Meeting

Commissioner Crofts reminded the public that the next Commission meeting will be held in the evening on Tuesday, July 22, at 6:00 PM, allowing more residents to attend and participate.
