Commission Meeting – August 26, 2025
Farmington, Utah – Tuesday’s Davis County Commission meeting opened with the Pledge of Allegiance, led by Kyle Garfield from the Information Systems Department. No members of the public chose to comment during the designated time.
Commissioners unanimously approved the official minutes from the August 5 and August 12, 2025 Commission meetings. Chair Lorene Kamalu commended the Clerk’s Office for its accurate and timely work in preparing the records.
The Commission approved an application from Robert and Alexis Squire for a property tax adjustment under Utah Code 59-2-1347. A hearing had already been held, and commissioners reported a unanimous decision with a minor correction to the adjustment amount.
Larry and Nancy Mills received approval for a new Agricultural Protection Area covering 5.91 acres of farmland southwest of Syracuse. The Mills family has farmed in the area for more than 150 years, raising cattle and growing hay and grain. Their application met all state criteria and was recommended by both the Agricultural Advisory Board and the Planning Commission. No objections were filed. Commissioners clarified that the protection applies as long as the property remains agricultural, but the family may remove it if they choose to develop in the future.
The Commission approved a $25,000 sponsorship agreement with Utah State University’s Botanical Center to support popular community events including Arts in the Arboretum, Taste, Tour & Ta-Dah, the 4-H Junior Livestock Show, Scarecrow Walk, and Reindeer Express. Commissioners noted that $20,000 was budgeted, and an additional $5,000 will be covered by contingency funds.
Two contracts were approved to improve county facilities. Psomas Corp. will provide nearly $80,000 in landscaping design and water-wise planting standards for future county projects. Hill West Environmental, LLC will conduct asbestos inspections and abatement management for the Bountiful Library remodel at a cost of $25,500.
Lifetime Home Loans was approved as the title sponsor of the Davis Park Open and Amateur golf tournaments, scheduled for September 4 and September 6. The sponsorship brings $10,000 in revenue to the county.
Commissioners approved a three-year, $48,000 contract amendment with Accela Environmental Health for software implementation to support environmental health operations.
Amendments were approved to three contracts providing legal services for indigent persons. The changes, totaling more than $175,000, reflect staffing transitions as two defenders depart and cases are reassigned. Coordinator Todd Utzinger explained that restructuring will save about $18,000 annually starting next year.
The Davis County Library received a $14,563.25 grant through the Utah State Library for its inter-library loan program. Director Joshua Johnson noted the federal program that funds these grants is sunsetting, meaning future support will be limited.
The Commission approved a $16,848 training agreement with Carter Bradley Gill for Special Functions Officer and Basic Corrections Officer certifications. The training will be funded over a two-year service period.
The Commission approved agreements for senior care services with Rocky Mountain Care and BCBU, Inc., as well as contracts for Western Sports Park events including Intermountain Lacrosse fall league games and an FC Barcelona soccer camp scheduled for July 2026.
Meeting as the Board of Equalization, the Commission approved the Property Tax Register for August 26, 2025. The register included adjustments and corrections from the Controller and Assessor’s Offices.
Commissioner John Crofts reminded residents of his upcoming Town Hall on transparency, set for September 18 from 6:00 to 8:00 PM at the Davis County Memorial Courthouse. Commissioner Lorene Kamalu highlighted a special Zoom presentation by Holocaust survivor Ben Lesser on August 27 at 6:30 PM, hosted by the Davis County Library. The program will serve as a prelude to a traveling Holocaust Museum exhibit that will soon be on display at the Clearfield Library.
