Farmington, Utah — September 16, 2025

The Davis County Commission held its regular public meeting on Tuesday, September 16, addressing a full agenda of community, financial, and service matters.

League of Women Voters Encourages Participation

Ann Johnson, representing the League of Women Voters, shared plans for “Meet the Candidates” events across nine Davis County cities this October. The events will give residents the chance to hear directly from mayoral and city council candidates in a nonpartisan, non-debate format. Johnson emphasized that the League’s goal is to boost voter registration and informed civic participation.

Western Sports Park Hosts Youth Fundraiser

One of the most discussed agenda items was a no-fee rental agreement for the Davis Education Foundation’s annual fundraiser. Scheduled for December 3 at the Western Sports Park, the event will benefit approximately 1,300 homeless and at-risk students in the Davis School District.

Ginger Coulm, speaking for the Foundation, highlighted its work establishing ten teen centers that provide students with essentials such as showers, washers, dryers, food, and safe study spaces. The “Grab and Go” food program, now four years strong, especially supports unaccompanied minors. Last year’s fundraiser raised nearly $12,000 and provided more than 1,500 meal kits. Commissioners unanimously approved the agreement, praising the Foundation’s work.

Federal and Local Funding Updates

Grants Administrator Ryan Steinbeigle presented the county’s Consolidated Annual Performance Evaluation Report (CAPER) to federal HUD officials, summarizing $849,464 in federal block grants spent across eight projects. The projects assisted more than 3,200 low- and moderate-income residents, with improvements ranging from water lines and senior center bathrooms to home rehabilitation and park upgrades.

The Commission also approved a $13.7 million pass-through contract with the Utah Department of Health and Human Services to continue funding mental health and substance-use programs through Davis Behavioral Health.

Contracts and Services

Commissioners reviewed a number of agreements, including sponsorship opportunities at the Western Sports Park, contracts for Board of Equalization hearing officers, and a 3% cost adjustment for jail food services. Several items were postponed for further review.

Transparency, Water, and Community Involvement

In closing remarks, Commissioner John Crofts highlighted an upcoming town hall on transparency He stressed his continued belief in the importance of a county newspaper. “When elected officials listen to residents, better decisions are made,” Crofts said. He also noted his attendance at a local water school and praised the unrecognized work of water district employees.

Commissioner Lorene Kamalu echoed praise for the League of Women Voters and reported on the recent Utah Association of Counties conference held in Davis County.

The meeting adjourned at 10:29 a.m.
